The men and women of Electric Operations ensure the delivery of clean, safe, reliable and affordable energy to nearly 16 million people in Northern and Central California. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.
Position Summary
The Electric Quality Verification (QV) Specialist conducts field assessments on PG&E's electric transmission facilities to improve reliability by performing quality verification activities.
These work assessments may focus on verifying the quality of:
- Transmission Line (T-Line) inspection activities in accordance with Electric Transmission Preventive Maintenance Manual TD-1001M, CPUC G.O 165, NERC Standard FAC-501-WECC
- Construction work performed by construction crews in conjunction with emergency and planned Line Corrective (LC notifications to ensure facilities are repaired/constructed per the requirements of PG&E Construction Standards and CPUC G.O. 95. Ensure accuracy and completion of construction documentation and proper order closure.
- Ability to travel within the PG&E service territory
- Perform quality verification of inspections performed for T-Line prior to CPUC, CAISO, WECC audits
- Serve as Company liaisons to external regulatory agencies (CPUC, CAISO, WECC, NERC)
- Overhead (OH) and underground (UG) inspections as required by CPUC GO 165.
- Construction work performed by division construction crews in conjunction with emergency and planned Electric Corrective (EC) notifications to ensure facilities are repaired/constructed per the requirements of PG&E Construction Standards and CPUC G.O. 95 and 128
- Compliance and construction supervisors completed work verifications of the inspectors and crews completed work.
- Construction jobs, the associated documentation and proper order closure.
Responsibilities
- Works independently with some guidance from senior peers or leaders on a wide range of straightforward to complex audits & assessments. Uses knowledge of electric utility regulatory standards to conduct quality control reviews to measure adherence to and accountability for the inspections as required by internal PG&E maintenance and construction requirements and regulatory standards.
- Monitors consistency in construction standards, ETPM Manual, and EDPM Manual
- Executes, maintains and manages a schedule of quality verification audits to conduct within the service territory.
- Prepares and communicates results through detailed reports. Presents summaries, conclusions, and recommended corrective actions at a minimum on a weekly basis.
- Identifies, documents and shares best practices and lessons learned from field assessments. Collaborates with, provides guidance to, and addresses questions from LOB's such as Electric T-Line Directors, Superintendents, Supervisors, Crew Foremen, Estimating, QA specialists, Electric Distribution Supervisors, Crew Foremen, Estimating, QA specialists and EC program managers, providing timely feedback, sharing best practices, findings, and corrective actions.
- Validates that internal and contract inspections are performed in a manner which meets or exceeds the CPUC G.O. 165 Inspection Program requirements; verifying the quality of the OH and UG asset inspections, patrols, and minor work performance.
- Validates the timeliness and accuracy of randomly selected maintenance and construction completed documentation.
- Assesses quality of Compliance of Maintenance, and Construction supervisor completed work verifications.
- Performs additional quality verification and/or validation audits or activities to support compliance with FERC, WECC, NERC, CAISO, CPUC GO 165, 95, 174 and 128.
- Understands, demonstrates and adheres to all company and regulatory safety practices and requirements.
Qualifications
Minimum
High school or GED.
Minimum of 5 years of relevant experience in engineering, manufacturing, construction, field maintenance operations, or related electric utility experience
California Driver's License.
Qualified Electrical Worker (QEW).
Completion of a federal or state sanctioned line worker apprenticeship with approved supporting documentation (e.g. IBEW Journeyman Lineman A Ticket) and/or union or union-affiliated sponsored line worker apprenticeship or equivalent
Desired
Bachelor's degree in related field
ASQ Certified Quality Auditor or equivalent
ASQ Certified Quality Improvement Specialist
Broad knowledge of General Orders 165, 95 and 128.
Thorough knowledge of the Electric Transmission Preventive Maintenance Program
Thorough knowledge of the requirements of the OH and UG Construction Manual.
Proficient data analysis and reporting skills.
Proficient with Microsoft Outlook, Excel and Word.

Estimated Salary: $20 to $28 per hour based on qualifications.
